Pet seller licence
In Scotland, anyone selling animals as pets in the course of a business requires a license from their local authority under The Animal Welfare (Licensing of Activities Involving Animals) (Scotland) Regulations 2021. This applies to pet shops, online sellers, and those breeding animals to sell.
Specific separate licences exist for breeding dogs/cats (3+ litters in 12 months) or rabbits (6+ litters in 12 months).

How the application is dealt with
We will check your application, then arrange a visit to inspect your shop, sometimes with a vet.
This can take around four weeks, but it can vary.
It is in the public interest that we process your application before it can be granted, so tacit consent will not apply. If you haven't heard from us within 28 days, contact Environmental Services and we'll tell you the progress of your application.
