Aims and ObjectivesAssessment of all waiting and loading regulations. For major new developments maximum parking standards will be identified. Parking for the disabled. Sustainable transport alternatives have been fully investigated. In general all extensions to residential property must provide the appropriate parking. The council will work with Strathclyde Partnership for Transport and Transport Scotland to encourage development of station car parks and extensions to existing station car parks.
The council will use its powers to control on-street and off-street parking to balance supply and demand for parking; manage commuting by car where there are good alternatives available; enhance economic vitality; and promote road safety.
The council will ensure that parking policies protect and enhance travel for mobility-impaired people.

ConclusionThis policy related to the management of the available parking within both existing town and village centres as well as ensuring appropriate parking facilities are included in new build projects, both commercial and residential. Consultation takes place with community groups, special interest groups, the disability forum as well as organisations such as FTA, police etc. Findings show that where the demand for parking spaces exceeds supply, the available space requires to be regulated to ensure equitable distribution. In terms of those with mobility problems, the supply of parking spaces for those with ?blue? badges is managed in a proactive way rather than prescriptive. Constant monitoring, though daily visits to town centres and correspondence from members of the community, aids proactive management. This policy has resulted in significant increases in rail Park and Ride facilities and the regulation of on and off-street car parking spaces for ?blue? badge holders. There are no human rights implications.
