Aims and ObjectivesKinship Care Strategy is for the group of kinship carers who care for children ?looked after? by the local authority. It sets out the assessment process on the prospective kinship carer, financial support and training and other supports for the kinship carer in order that they can meet the needs of the child including cultural and religious needs.

A kinship carer is ?a relative or close friend who cares for a child or young person where:

? the local authority places the child or young person with the relative; or

? an order by the court or children?s hearing requires the child or young person to live with them? (Scottish Government, 2007a)











ConclusionThe policy is for kinship carers who are caring for a child that is being 'looked after' by the local authority or has been placed with them by the Children's Hearing System.

The strategy sets out the assessment process, financial support and training for the kinship carer in order for them to meet the needs (including cultural and religious needs) of the child.

From the monitoring information so far, there are more grandparents than other relatives who are kinship carers. There is no difference in the relation to gender.
There are low number of kinship carers who are from black and minority ethnic groups. However, the representation from black and minority ethnic communities is comparable to other looked after services.

With the strategy being new there was no baseline on the impact. The strategy will be reviewed and monitored to determine the impact.

The initial impact assessment did not identify any negative or adverse impacts on any of the equality groups. The policy will be applied flexibly to try and address the needs of the family. Therefore a full impact assessment is not required.
