Aims and Objectives | The Care of Gardens Scheme is currently provided free of charge to 7,300 owner occupiers. 3,500 Council Tenants receive the service but pay for the service through their house rent via the Housing Revenue Account. It is proposed that a charge is introduced to recover the full costs of the service from home owners . This charge is estimated at £287 per year (including VAT) but will vary dependant on the specific service requirements and the size of gardens. If the proposal is approved the waiting list will be opened and anyone who wished to pay to receive the service can do do so. |
Conclusion | It is proposed to introduce a charge for owner occupiers who wish to use the Council's Care of Gardens Scheme. The service is primarily targeted at those who are unable to manage their garden, particularly older people and people with a disability. The service will continue to be provided to tenants who meet the assessment criteria, who pay for the service through their rent. The service will also be available to anyone else to wishes to pay for the service. Following the impact assessment undertaken, the council has reached the conclusion that the implementation of this saving will not have a significant or unlawaful adverse impact on any equality group. |
