Aims and Objectives | Many of the Council's Sheltered Housing Complexes operate with communal heating systems and power supplies, and we recover utility costs from tenants within these complexes. Historically these charges have only been increased by the same percentage as the rent increase, and have not reflected actual utility costs. Action has been taken over the last two financial years to begin full recovery of these costs. It is proposed to move to a full recovery position by 2013/14 on a phased basis. This proposal will also look at the introduction of actual charges as tenancies change in order to increase the speed of the recovery process. |
Conclusion | As part of the Resources 11/12 to 13/14 savings exercise it is proposed to increase the factoring fee currently charged to owner occupiers to reflect the actual cost of delivering the service. Following the impact assessment undertaken, the Council has reached the conclusion that the implementation of this saving will not have any significant impact on any equality group. |
