|Background||There is a housing development of approximately 550 units at Shields Road, East Kilbride that has planning permission in principle. The current catchment schools for this development are Auldhouse and St Louise Primary Schools and Duncanrig Secondary School and St Andrew’s and St Bride’s High School. There are no anticipated capacity issues in the denominational catchment schools. There is insufficient space to accommodate the projected additional 87 non-denominational, primary aged children from this new development. Given the location and the site / land available at Auldhouse Primary School, the opportunities for extension or expansion are not readily available to the Council.
|Why are we consulting?||If a realignment of the catchment area for Castlefield Primary School is approved, it is proposed to develop a concept plan for a four classroom extension to meet the future needs of the area. Early negotiations with the developer of the Shields Road development have included the requirement for developer contributions towards educational accommodation at the most appropriate local school to meet the Council’s legislative requirements.

|How will findings be used?||When the consultation period has ended, the Council will collate all of the written and oral representations. Thereafter, this information will be provided to Education Scotland. Education Scotland require to send its report to the Council no later than 3 weeks (or longer if agreed with the Council) after having received the information from the Council. After receiving Education Scotland’s report, the Council will review the proposal taking account of written representations received during the consultation period, oral representations made during the public meeting and Education Scotland’s report. The Council will then prepare and publish a consultation report which will include a recommendation on the proposal and make it available for inspection.
|What we found out||It is intended that the consultation report, along with any relevant documentation, will be considered by the Executive Committee of South Lanarkshire Council on 13 April 2016. It is recommended that the Executive Committee: • note the contents of the report; • agree the proposal to realign Auldhouse Primary School’s catchment area and re-zone the proposed Shields Road development site to Castlefield Primary School.
