Aims and ObjectivesThe housing allocation policy sets out the basis on which all Council housing is allocated. Allocations to Council properties are made on the basis of an assessment of the cumulative housing needs of the applicant. Local Letting Initiatives (LLIs) provide the means for varying the allocation policy to take account of local needs, demands and circumstances. The purpose of this LLI is to promote access to housing for people with mobility issues by prioritising applicants with a mobility need for housing within multi-storey properties in East Kilbride, where appropriate. Not all Council housing stock is suitable for applicants with a mobility need, however multi storey properties have a level or ramped approach as well as other attributes which make them suitable for applicants with mobility needs. These properties meet the requirements set out within the Scottish Government S1B Special Needs Housing return, as housing suitable for ambulant disabled people. The LLI therefore applies to all multi storey properties in East Kilbride to help to increase the range and supply of housing available to those with mobility issues and will be subject to an annual review.
ConclusionThe purpose of the LLI is to promote access to housing for people with mobility issues and allow applicants with a mobility need to be prioritised for housing in multi-storey properties in East Kilbride, where appropriate. Multi storey properties have a level or ramped approach as well as other attributes which make them suitable for applicants with mobility needs. The LLI will apply to all multi storey properties in East Kilbride which accounts for 16% of total stock in East Kilbride. The LLI will therefore help to address an identified shortage in housing designed to meet the needs of individuals with limited mobility needs. An Equality Impact Assessment has been undertaken and found that while the LLI will have a relevance to everyone on the housing list, in particular the age, gender, disability and ethnicity groups, it will not adversely impact on any of these groups or other applicants. The LLI will increase the range of suitable housing for people with mobility issues, which will help to promote equality of opportunity and take account of particular needs of people, as required by our equality duties. It is unlikely to have an impact on any other groups or adversely affect relations between other groups, who will continue to be able to apply for this type of housing (although they may not receive the same level of priority, depending on their needs) and who have less physical restrictions on the type of property which would be suitable for them. All allocations will be made based on an assessment of the cumulative needs of the applicant as relevant to local circumstances and in accordance with the housing allocation policy. The LLI will be routinely monitored and reviewed on annual basis to ensure it is operating effectively, outcomes are as expected and to assess whether it is still required.
