Director of Health and Social Care
Val de Souza took up the post of Director of Health and Social Care on 19 September 2016. Val undertakes the Executive lead role for Social Work Resources for South Lanarkshire Council and combines this with the Chief Officer role of the Health and Social Care Partnership.
Val was formerly Head of Shared Social Services and Chief Social Work Officer for Stirling and Clackmannanshire Councils for almost five years.
Her first job in Social Work was working in a multidisciplinary learning disability team headed by a clinical psychologist and employed by the Eastern Health Board in Dublin.
As Director of Health and Social Care, Val has responsibility for a budget of circa £500m and 5000 staff (approx 3000 social care/2000 health staff) within South Lanarkshire Health and Social Care Partnership.
As a member of South Lanarkshire Council's Corporate Management Team and NHS Lanarkshire Board, Val is responsible for giving advice to politicians and providing reports to the Social Work and Executive Committees of the Council and NHS Lanarkshire Health Board.

The pay band for the Executive Director post is currently £122,538.32 - £126,030.69. Pay rates for Scottish Local Government Chief Officials is negotiated and agreed nationally through the Scottish Joint Negotiating Committee for Local Authorities Services (SJNC).
Performance and development review
All employees, including the Executive Directors have regular performance reviews and for the Executive Director these meetings are with the Council's Chief Executive.
The Executive Director is able to reclaim appropriate business related expenses in line with the Travel and Subsistence Policy. This includes, for example out of pocket expenses for travelling to and from meetings to represent the Council's interests.
Executive Director posts are politically restricted in accordance with the Local Government and Housing Act 1989. Accordingly Executive Directors are disqualified from becoming or remaining a member of the local authority, the Scottish Parliament, the House of Commons, the European Parliament or from undertaking certain political activities as defined in the regulations introduced, from time to time, by the Secretary of State for Scotland.
In line with the nationally agreed Chief Officials conditions, the Executive Directors receive 29 days annual leave which increases with service; 8 yrs - 30 days, 9 yrs - 31 days, 10 yrs - 32 days (maximum). They also receive 10 set public holidays per annum.
All Local Government employees are eligible to join the Local Government Pension Scheme including the Executive Directors. This is a contributory scheme which operates on the basis of tiered contributions. Employees contribute between 5.5% and 11.2% of their pay and the Council contributes 19.3%, effective from 1 April 2011. The Council contributes the same percentage for all local government employees regardless of their role.
Gifts and hospitality
The Council has established a policy on the declaration of gifts, hospitality and services. Generally, no employee should accept gifts, gratuities, etc from any customer or service user other than a token item and frequent personal gifts, hospitality or services should not be accepted from the same source.
