Secondary school transport consultation

Included within the council's 2015/16 savings package was the proposal to increase the qualification for entitlement to free mainstream school transport for secondary pupils from more than 2 miles to more than 3 miles (4,827m). This saving proposal was approved subject to any statutory consultation requirements.

In relation to the transport proposal, it would be a parent’s responsibility to get their child to secondary school where they live up to a distance of 3 miles from their school.

The council carried out a formal consultation on the proposal under the terms of the Schools (Consultation) (Scotland) Act 2010. The consultation ended on Wednesday, 13 May 2015.

The consultation report was considered at the Council's Executive Committee on 26 August 2015 and the following options for the provision of Secondary School Transport were approved:

  • Proposal to increase the qualification of entitlement to free secondary school mainstream transport to pupils residing more than 3 miles from their school
  • Implementation date be delayed until 18 April 2016.
  • That all secondary age pupils with free school entitlement who live more than 2 miles and up to 3 miles from their school have the opportunity to apply for and access free school transport.

Update

On Wednesday 24 February 2016, the Council’s Executive Committee considered a report by the Executive Director (Finance and Corporate Resources) on the overall position of the revenue budget for 2016/17. This report detailed a revised package of savings which included the proposed removal of the mainstream school transport saving.

The Executive Committee approved the recommendation to remove the school transport saving. In the light of this decision, pupils who live more than 2 miles from their catchment school will continue to be transported to school.
