Provost Russell Clearie

The Provost chairs meetings of the full Council of 67 elected councillors who represent the 20 multi-member wards in South Lanarkshire - the meetings are held at least four times a year.

Provost Russell Clearie, who is assisted by his depute Beith Forrest, also has a wider role to play as civic leader and ambassador for the area. He receives visitors to South Lanarkshire and represents the Council and the people of South Lanarkshire at all kinds of occasions. He regularly visits citizens celebrating 100th birthdays and diamond weddings and works closely with voluntary and community groups - hosting community service awards. Provost is a traditional title given to the person who presided over the old Burgh Councils in Scotland.

Since the election in the shadow year of 1995 and the commencement of South Lanarkshire Council in 1996, Russell has held the posts of Depute then Senior Depute of Community Resources. Russell had the privilege of representing South Lanarkshire Council as Depute Provost and Spokesperson for Older People from 2003 to 2007.

Russell has been married to Pam (also a South Lanarkshire councillor) for 36 years and they have two children and one grandson.

He worked in Corus (formerly British Steel) for more than 40 years.

Russell is a community volunteer covering old and young people. He is a life member of the YMCA and past chair of the National Children's Home. He is also involved in Senior Citizens clubs. He undertakes charity work for young and old and received an MBE for his services to the community from The Queen in 1998.

Depute Provost Beith Forrest

Depute Provost Beith Forrest assists Provost Russell Clearie with a range of civic duties.

These can include chairing meetings of the full Council, acting as an ambassador for the Council and the area and receiving visitors to South Lanarkshire.

The Provost and Depute Provost carry out a wide range of duties within the community, from visiting residents celebrating their 100th birthdays and 60th wedding anniversaries to hosting the community service awards and playing a key role in ceremonies such as Remembrance Day.

Beith, a farmer, has served a large part of rural South Lanarkshire for 18 years.

One of three members elected to represent Clydesdale East on 3 May 2007, Beith is following a family tradition of serving the Council - his father was first elected to the Council in 1949 and served 36 years and his mother also served for 18 years.

With his sons Sandy and John now in charge of the family farm, Beith, with his wife Morag, now have time to enjoy his new civic role as Depute Provost.

Gilbert K Cox, MBE JP

Gilbert Cox was appointed Lord Lieutenant of Lanarkshire in 2000, having served as Deputy Lieutenant since 1989.

A non-political voluntary post, Her Majesty's Lord Lieutenants are the representatives of the Crown in his or her county who, coming from all backgrounds and walks of life, are appointed by The Queen on the advice of the Prime Minister. They are appointed for life with the customary age of retirement being 75. The Lord-Lieutenant is supported by a Vice Lord-Lieutenant and Deputy Lieutenants which he or she appoints.

Lord Lieutenants were originally appointed in Henry VIII's reign to take over the military duties of the Sheriff and control the military forces of the Crown but today their duties include the organisation and escorting of all official Royal visits to their county. They also carry out other duties in their county, such as the presentation of decorations (where the recipient is unable to attend an Investiture), The Queen's Awards for Export and Technology, and Queen's Scout and Queen's Guide Awards. Lord Lieutenants are also responsible for ensuring that The Queen's Private Office is kept informed about local issues relating to their area, particularly when a Royal visit is being planned.

Gilbert Cox, who is married to Marjory and has two sons and a daughter, was born in Airdrie in 1935 and was educated at Airdrie Academy and Glasgow Royal Technical College. He started working for the National Coal Board as a Surveyor/Marketing Officer in 1953 before becoming a sales director for David A. McPhail and Sons Ltd in 1963. In 1968 he became Group Sales Manager for Monteith Holdings and three years later was appointed Director of Associated Perforators and Weavers, a position he held until 1997.

His interests include: Honorary Sheriff; Director Trustee Airdrie Savings Bank (President 1995-1997); Past Chairman of Coatbridge College; Bench Serving Magistrate North Lanarkshire; Chair Magistrates Good Practice Committee; Assessor for General Medical Council; Past President Monklands Rotary Club; Chair Monklands Festival Committee; Chair Royal National Mod 1993; Chair Airdrie 300 Anniversary Celebration.

He received an MBE for his services to the community of Monklands from The Queen in 1996.
