Aims and ObjectivesOn 19 September 2018 the Social Work Resources Committee approved the use of an innovative Procured Service Arrangement for Adults Supported Living. In planning the Sourcing Strategy for this service it became apparent that a traditional procurement such as a Framework or a Dynamic Purchasing System (DPS) would not provide sufficient flexibility to meet the service requirements. Self-Directed Support (SDS) regulations offer service users a choice of provider to an extent not previously available. The proposed Procured Service Arrangement will allow new providers to be added over its 15 year term. The Sourcing Strategy sets out the key options for procuring services, given the need for flexibility in the delivery model to reflect the legal duties in respect of Self Directed Support (SDS). The sourcing strategy sets out the following objectives:- • To reduce the level of non contract spend resulting from the current, limited framework. • To encourage Fair Work Practices to include payment of the £8.75 Scottish Living Wage rate from 01 April 2018 as per the Scottish Government settlement designed to improve quality, retention, recruitment of staff by providers, increase capacity and reduce level of staff turnover.(subject to any settlement from the Scottish Government) • To improve continuity of service for service users (SUs). • To develop the market in this area and increase the choices available to SUs and their families. • To ensure compliance under the Social Care (Self-directed Support) (Scotland) Act 2013 in respect of Option 3 – (Council Arranged Services). • To fulfil the Council’s responsibility to encourage and support a suitable variety of supports for adults under the Social Care (Self-directed Support) (Scotland) Act 2013 • To align the hourly and sleepover rates across the range of Supported Living providers and ensure compliance in relation to Working Time Directives and Scottish Living Wage guidance.
ConclusionThe existing agreement for the purchase of Supported Living services for adults with learning disabilities, following a tender, commenced in 2008 for a period of 5 years with an option to extend for a further 2 years. The agreement has been not been formally extended since that time although services continue to be delivered on a ‘non contract spend’ basis.
