This lets you to pay off your debts over an extended period of time with the agreement of your creditors.
It is an informal arrangement and your creditors can, at any time, decide they no longer want to accept the payments you offer. They normally continue to accept payments if you continue to make agreed payments.
However, they may not always agree to freeze interest charges and in some instances may apply an administration charge if the account is not up-to-date.
