Aims and Objectives
There are a number of options that could be considered for the school crossing patrol service, from full removal of service to removing crossing points that are located at assisted crossing points (zebra crossings). The responsibility for children safely walking to school is for parents – the school crossing patrollers are a non-statutory additional service.
Current establishment of 126 (30.11 FTE) has 13 posts (3.7 FTE) vacant on average at any given time. There are 129 staffed crossing points.
The proposal is to remove the 3 remaining crossing points that are co-located with zebra crossing (0.6 FTE at Grade 1). This will achieve a saving of £0.010m.
All staff would be required to be redeployed into a current vacancy. The standard contract for school crossing patrollers is 10hrs.
The locations of the three crossing points are shown below -
• High Blantyre Road/Udston Road (St John Ogilvie High, Glenlee PS, St Cuthberts PS),
• Udston Road/Farm Road (same schools as above), and
• Auchinraith Road (Holy Cross, Beckford PS).
Conclusion
Whilst we acknowledge there will be a negative impact on service users in the age category, namely, school pupils (4 - 18 years old), parents and carers, the full impact of this proposal will not be fully known until it is put in place. We will monitor the impact using the Council's complaints procedure and feedback from schools. Taking all of the above into account, it is considered that any impact on equality groups will be limited, and the proposal is justified.
