Aims and Objectives
Under the Scheme of Assistance, the Resource currently provides grants of between 80% and 100% to homeowners and those who rent a private property to repair, maintain improve and adapt their homes.
Currently, Scheme of Assistance is funded through Capital (£1m per annum) and HRA (£0.707m).
The proposed saving will be achieved by reducing the capital and housing revenue elements of the funding by 50% and 80% respectively, giving a total saving of £1.052m (£0.552m HRA and £0.500m Capital). Any requests for funding would be prioritised from within the remaining budget.
Conclusion
Council and housing association tenants (social tenants) are not affected by the proposals. The new PRANA assessment framework aims to ensure that those homeowners or private tenants assessed as being in most need, are prioritised to receive an allocation of the reduced level of grant funding.
