Aims and Objectives
This proposal seeks to minimise the length of time an individual will stay within an emergency care home placement. It is in the best interests for the health and wellbeing of the individual and their family, where the assessment has identified the requirement for long term care, that the individual is supported to transition smoothly and within a suitable timeframe to a permanent care home setting.

The effect of this proposal would see a reduction of £0.825m in the council contribution towards the costs of nursing care homes and would support the Integration Joint Board (IJB) to achieve its statutory responsibility to set a balanced budget in 2024/25.
Conclusion
It is anticipated that the majority of individuals affected by this proposal will be aged 75+ due to the demographics of those currently residing or requiring long term care.
A range of consultation has been undertaken, including extended sessions with IJB members and IJB Voting Members.

The South Lanarkshire Health and Social Care Forum has also contributed to the overall process, representing the views of the public on health and social care matters.

There is no evidence to indicate that the recommendation will have a detrimental impact on any of the specified equality groups. This proposal would be in the best interests for the health and wellbeing of the individual and their family, where the assessment has identified the requirement for long-term care and a smooth transition within a suitable timeframe could be planned.

This will continue to be monitored through support plan reviews.
