Development Plan Scheme and Participation Statement
We publish a Development Plan Scheme each year to show how we will prepare and update Local Development Plan 3 (LDP3). It explains what we will do, when we will do it, and how you can get involved. The latest scheme for 2026-27 was approved in May 2026. You can use it to track progress and find out when to take part.
What the scheme includes
The scheme sets out:
- the key stages of preparing LDP3
- when each stage is expected to happen
- what each stage involves
- how and when you can take part
We want local people, community groups and organisations to have a clear opportunity to share their views as the plan develops.
How you can get involved
The scheme includes a Participation Statement. This explains:
- who we will ask to take part
- when we will ask for views
- how you can respond
You can take part in different stages, including when we gather evidence and when we consult on proposals.

The scheme also includes three annexes to help explain the wider context:
- Annex 1: Links to national and council policies
Shows how national planning policies and our own plans connect to LDP3
- Annex 2: Evidence to be prepared
Lists the topics the Evidence Report must cover
- Annex 3: Required assessments
Highlights other studies and assessments we must complete to support the plan and meet legal requirements
