Animal rehoming

If you rehome animals as pets to people in Scotland, you may need a licence. This applies to rescue centres, rehoming organisations and similar businesses or charities.

Who needs a licence

You need a licence if you rehome 5 or more animals as pets in any 12-month period, unless the animal is a fish or was bred by the supplier.

Rehoming animals without a licence is illegal. This is set out in The Animal Welfare (Licensing of Activities Involving Animals) (Scotland) Regulations 2021.

Make sure you are familiar with the license conditions.

If you are applying for a new license, you may require planning permission.

Please note that an animal rehoming centre is likely to qualify as an animal welfare establishment. A licence for engaging in animal rehoming activities is not required in relation to the rehoming of animals from an animal welfare establishment.

Fees

£176.52 application fee, plus vet's fee (variable depending on premises). 

How to apply

To apply, contact Environmental Services for an Animal rehoming or welfare establishment application form.

What happens after you apply

After we receive your form and fee:

  • we will contact you to arrange an inspection of your premises
  • if your premises meet the required standards, we will issue your licence
  • if your application is refused, we will explain why. You can appeal or reapply at any time.

We must process your application before a licence can be granted, so tacit consent does not apply. If you have not heard from us within 28 days, contact Environmental Services for an update.

Can anyone object?

No - there is no objection process for this licence.
