Empty property where all liable people are students
If a property is empty, it may be exempt from Council Tax if all liable people are eligible students. In the case of joint tenants or owners, they must all be eligible students. This usually applies when students move away to study. The exemption continues while they remain students.
You can get a Council Tax student certificate from your university or college, or use our form, which you can find in the “How to apply” section on the student webpage.
If you study at UWS and have agreed to share your details, they will confirm your student status automatically, so you don’t need to send any proof. If you haven’t agreed, or you study somewhere else, you’ll need to upload proof with your application.
Property empty between term times
An exemption may apply if a property is empty between terms, was last lived in only by students, and the same students plan to return. This can last up to 4 months, after which a fully occupied by students’ exemption may apply when they move back in.
You do not usually need to give us course details for this exemption as you should already have provided them while you were living there. If we need more information, we will contact you.
