Aims and ObjectivesThe proposal is to remove 4 FTE vacant posts within the Extended Learning Community service which have been vacant for some time. The service has recently been realigned within the Inclusion Service and the new structure will introduce a more efficient and cohesive service for children and young people with targeted specialist support linking to inclusion.

A range of planning and practice guidance has been developed to build capacity across the workforce to effectively meet the needs of children with additional support needs, including the Framework for Inclusion and Equality, Dyslexia Guidance, ASD consultation. Attachment informed practice is increasingly a feature of the work of schools, facilitating a positive and inclusive response to a broad range of needs. Realignment of the service will promote an integrated and consistent approach to support for learning with resources directed to school level.

As these posts have been vacant there will be no impact on the Council's pupil teacher ratio.
ConclusionThere may be the potential for this proposal to negatively impact on vulnerable children and young people and those with additional support needs. However, this saving follows a period where four posts have been vacant for some time and it is anticipated that the realignment of services will help to mitigate any potentially negative impact of this proposal through an integrated and consistent approach to support for learning with resources directed to school level. Guidance for practitioners is also provided through the Council's Framework for Inclusion and Equality, which is intended to improve the support provided for children and young people in relation to all aspects of inclusion at all stages of their learning.
