Requirements and application process for street trader's licence
If you want to sell goods or offer a service in a public place, you need a street trader’s licence. This applies whether you trade from a fixed spot or move from place to place. You must have a licence in place before you start trading.
Types of street trading
Static street traders
You are a static trader if you trade from one place for more than 20 minutes, such as a snack bar or food stall.
You need to:
- provide a letter from the landowner giving permission to trade there
- send us a map showing the exact area where you will trade
- check if you also need planning permission
We will share your application with our Planning and Roads and Transportation teams.
Mobile street traders
You are a mobile trader if you move from place to place, stopping only briefly, such as an ice‑cream van.
When you apply, you must tell us the areas you plan to cover. We will notify the councillors for those areas.
If more than one person prepares or serves food, each person must apply for their own licence.
If you already hold a licence, you can also use this service to apply to change the terms of your existing licence.

Once you submit your application, we will process it and keep you informed.
What happens after you apply
After we receive your application:
- there is a 28 day objection period
- we send a copy of your application to Police Scotland for comments or objections
- if you plan to trade near a school, we will also send your application to Education Resources.
If you have not heard from us within 28 days, contact the Licensing and Registration office and we will update you on progress.
Collecting your licence
When your licence is ready, you must bring proof of identification to collect your documents.
If someone else is collecting them for you, they must bring:
- something in writing from you giving permission
- their own identification
The signature must match the signature on your application form. We do not accept permission by email.
