Aims and ObjectivesThe tenant participation strategy sets out the Council's approach, priorities and the actions to further develop tenant participation in South Lanarkshire and includes an evaluation of tenant participation activity in South Lanarkshire, an assessment of the strengths and weaknesses and the key outcomes that will be pursued. The main aim is to get more tenants and service users involved in shaping the housing service and to provide a range of options and opportunities for involvement.
ConclusionThe Tenant Participation Strategy 2011-2015 sets out how we will engage with tenants and service users across South Lanarkshire. A key aim of the strategy is to get more people involved and develop the range of opportunities to become involved, to suit different preferences and circumstances, including representation from equality groups. In recognising that there are factors beyond the housing that tenants live in, and the services they receive in relation to their tenancy that affect their quality of life, the strategy focuses to some extent on engaging more widely within Council housing areas. An Equal Opportunities and Human Rights Impact Assessment of the Council’s Tenant Participation Strategy 2011-2015 was carried out between July 2010 and March 2011. The impact assessment concluded while the strategy is relevant to equality groups, who may have particular needs in relation to how we engage with them, for example groups where there is a lack of participation or people who may have language, communication or access issues, there was no adverse impact on human rights or equal opportunity requirements. It was concluded however that a monitoring framework should be established to monitor progress in relation to the outcomes set. The impact assessment also recognises that some groups may have particular needs in relation to language and communication requirements and the accessibility of venues. During the first 2 years of the strategy work will be undertaken to profile who are engaging through the different routes.
