Aims and ObjectivesA Service Review is currently underway within adult and older peoples' day services. Elements included in the review are; in-house day service provision which is delivered from 19 sites across the Council area, Community Support team provision, delivered by four teams which are based in each of the locality offices and provide support within the community to adults with a learning disability and contracted day services. It is proposed that the day services delivered from 3 of the existing 19 sites are reprovisioned to other existing service sites. The 3 day services affected are; Saltire Centre for Older people in East Kilbride, Jimmy Swinburne Centre for Older People in Blantyre and Carluke Lifestyle for adults in Carluke. It is proposed that Saltire is reprovisioned to Lifestyles in East Kilbride, Swinburne is reprovisioned to Newberry Rooney Centre in Hamilton and Carluke Lifestyles is reprovisioned to Lanark Lifestyles. Both Saltire and Swinburne are aged pre-fab buildings which are not able to accommodate the increased care needs of the older population and Carluke Lifestyle is significantly under used with only 13 - 15% usage each week. The intended outcome is that the service users of Saltire and Swinburne will be offered services from facilities which are better equipped to meet their needs and that the services users of Lifestyles Carluke, will have greater opportunity for a range of activities promoting their wellbeing and socialisation.
ConclusionThis assessment concludes that there is likely to be minimal impact on service users and staff with the protected characteristics of age and disability (in the case of service users), and of gender (in the case of staff).

Individual service users affected will continue to receive a service which is guided by their personal outcomes and where their individual circumstances are taken into account.
