Aims and ObjectivesThe revised policy sets out how vacant council housing within South Lanarkshire will be allocated and replaces the previous housing allocation policy introduced in June 2009.

The revised policy takes cognisance of the relevant provisions of the Housing (Scotland) Act 2014.

In relation to both mainstream and sheltered housing, the revised policy aims to -
- be responsive to local needs, demands and aspirations to ensure the best use of available council housing stock
- make sure that those assessed as being in most housing need are prioritised
- make sure that the allocation process helps to achieve balanced and sustainable communities
- be fair, transparent and consistent in the allocation of all council housing
- comply with relevant legislation
- make sure that equality of opportunity is achieved in the allocation of council housing

The policy is consistent with our Equality & Diversity policy and ensures that we act fairly and lawfully in all that we do.
ConclusionThe revised policy replaces the current housing allocation policy which came into effect in 2009 and the revisions made take account of the provisions of the Housing (Scotland) Act 2014.

Following an extensive consultation process, analysis of the feedback and views received shows overwhelming support for the introduction of the revised policy.

Accordingly, our recommendation is to introduce the revised policy with effect from 1 May 2019.
