Aims and ObjectivesThis proposal aims to maximise Self-directed Support (SDS) by implementing a revised approach in relation to the allocation method for carers respite budgets, with a financial benchmark now applied to both the supported person and the carer’s support plans, ensuring that the process is more up-to-date, consistent, proportionate and equitable. This followed a review of the existing SDS approach undertaken alongside benchmarking with other Health and Social Care Partnerships.

A care review for service users attending external day services is being progressed to ensure compliance with the agreed self-directed support fiscal framework. This may impact on those service users whose care package costs exceed the resource funding allocation.

The changes would result in a saving of £0.500m, supporting the Integration Joint Board (IJB) to achieve its statutory responsibility to set a balanced budget in 2024/25.
ConclusionThis policy will affect and adults of all ages, some of whom will have a disability or long-term condition, and unpaid carers who are or may be supported through SDS.
A range of consultation has been undertaken, including extended sessions with IJB members and IJB Voting Members.

South Lanarkshire Health and Social Care Forum has also contributed to the overall process, representing the views of the public on health and social care matters.

Adults of all ages or those with a disability may experience a reduction in their SDS resource funding allocation, resulting in a change to their existing care package arrangements. Where individuals are deemed eligible for support, the authority will determine the appropriate level of funding by using the Resource Allocation System. This is an equitable method of allocating a level of funding based on the persons eligible needs, risks and desired outcomes.

This will continue to be monitored through support plan reviews.

The aim of this policy is to maximise the use of Self-directed Support and ensure equitable access to resources.

The compliance with the existing agreed financial framework to both the supported person and the carers support plans will ensure equitable allocation of resources. A care review for service users attending external day services is being progressed to ensure compliance with the agreed self-directed support fiscal framework. This may impact on those service users whose care package costs exceed the resource funding allocation. This management action which is being progressed will ensure that the eligibility threshold for support, which is set at substantial or critical, is complied with. The revised approach which is being adopted is more up-to-date, consistent, proportionate and equitable. It also provides better flexibility in terms of choice and control.
