Aims and ObjectivesThis assessment action reflects the previous Integration Joint Board (IJB) decision taken on 18 October 2023 to operate day services for adults and older people from 10 facilities across South Lanarkshire and to close 8 day service facilities which are no longer fit for purpose. The current transport provided by Fleet Services is therefore being redesigned to reflect the decision not to re-open the 8 day service facilities.

The effect of this proposal would see a reduction in operational costs of £0.620m (HSCP08) following the closure of the facilities and a minimum target saving of £0.480m (HSCP14) following transport changes. This would support the IJB to achieve its statutory responsibility to set a balanced budget in 2024/25.
ConclusionThis policy will affect adult and older people with a range of health conditions and disabilities from the age of 18 years upwards.

As the transport and property infrastructure has been re-sized to support the current demand for day services, no existing or future users of the service should be disadvantaged regarding access to a day service place.

Extensive consultation and engagement have been undertaken with service users, their family members and carers throughout the review of adult and older peoples day services. Employees within adult and older people day services, Speak Out Advocacy, NHS Lanarkshire partners, People First Advocacy, locality adult and older people social work teams, Lanarkshire Carers, Care Inspectorate, and Trade Unions (GMB, Unison and T&G) were involved.

A range of consultation has been undertaken, including extended sessions with IJB members and IJB Voting Members.

South Lanarkshire Health and Social Care Forum has also contributed to the overall process, representing the views of the public on health and social care matters.

A number of services were co-located following the return of building based day services as the pandemic restrictions eased. Service users have been located within premises that are fit for purpose and have retained continuity of staff.

As part of the Day Service review, consideration was given to the possible extended travel time for some individuals as a result of fewer building based services available across the same geographic area. Focus groups were held with service users, families and unpaid carers to discuss journey times and alternative options were proposed. Journey times and alternative options will continue to be monitored and discussed as part of individual support plans to ensure supports are reasonable and consistent with the needs of service users.

As part of the assessments and/or review process, service users will retain choice and control over their care. Day Services will continue to monitor the use of services and transport.

There is no evidence to indicate that the policy to change the infrastructure of day service premises and transport will have a detrimental impact on any of the specified equality groups. The changes have been devised in such a way that service users will retain continuity of service as well as the fact that they have choice and control over the services that they receive. This change recognises the commitment of the South Lanarkshire Health and Social Care Partnership to tackle inequalities and tailor services to the needs and capabilities of individuals.
