Aims and ObjectivesThe aim of this management and operational action is to conduct a range of procurement reviews that will provide oversight of contracted services, identify redesign opportunities to meet the needs and outcomes of service users, and achieve recurring procurement efficiencies.

A target of £2.729m was set in respect of the financial year 2024/2025. Procurement reviews have progressed to secure this saving and effective from 1 April 2024, £1.611m (59%) of the target saving of £2.729m will be in place.

Ongoing reviews to achieve the balance of the target of £1.118m are being progressed. The effect of this proposal would support the Integration Joint Board (IJB) to achieve its statutory responsibility to set a balanced budget in 2024/25.
ConclusionThe range of services that will be affected by these contractual reviews support a wide range of service users including younger adults, older adults, people with disabilities or people without disabilities.

A range of consultation has been undertaken, including extended sessions with IJB members and IJB Voting Members.

South Lanarkshire Health and Social Care Forum has also contributed to the overall process, representing the views of the public on health and social care matters.

Individuals affected by any negative impact in relation to protected characteristics would be involved in an assessment or reassessment of their needs and identifying and agreeing to appropriate alternative options of care and support.

This will continue to be monitored through support plan reviews and regular performance and budgetary control reports to senior managers.

There is no evidence to indicate that savings achieved by this proposal will have a detrimental impact on any of the specified equality groups. There will be greater oversight of commissioned services and any redesign options would involve consultation with service users, families and unpaid carers.
