Aims and ObjectivesThe aim of this proposal is to reduce the stairlift provision budget and equipment provision budget by £0.100m each. The total saving proposed is therefore £0.200m.

The Physical Disability and Sensory Impairment team have introduced the South Lanarkshire Eligibility Framework, bringing it in line with other Health and Social Care Partnerships in Scotland, to deliver a more equitable and accessible service. This effectively engages with people earlier and promotes self-management as a crucial basis for the future of effective health and social care provision. Direct service provision will continue to be provided to those assessed as having critical and substantial risks and needs.

The effect of this proposal would see a reduction of £0.200m in the contribution towards the costs of equipment and stairlifts and would support the Integration Joint Board (IJB) to achieve its statutory responsibility to set a balanced budget in 2024/25.
ConclusionIndividuals living in our communities who have a physical disability, mobility challenge due to frailty or dementia and a visual or hearing impairment are expected to be impacted by this change. Staff within the Physical Disability and Sensory Impairment Teams will also be affected.

South Lanarkshire Health and Social Care Forum has also contributed to the overall process, representing the views of the public on health and social care matters.
The impact of the proposed stairlift provision reduction will be mitigated by the compliance with the SLC Eligibility Framework to meet critical and substantial risks. Notwithstanding this, some service users may require to wait longer to receive a stairlift.

The impact of the proposed equipment provision reduction will be mitigated thought the application of eligibility criteria and the further increased use of recycled equipment. Notwithstanding this, some service users may require to wait longer to receive equipment. Service users may choose to purchase their own equipment particularly when the cost of the item is less than £25.

Access to recycled items will be promoted.

Individuals affected by any negative impact in relation to protected characteristics would be involved in an assessment or reassessment of their needs and identifying and agreeing to appropriate alternative options of care and support. The Self-Directed Support (Scotland) Act (2013) also aims to secure better health and wellbeing outcomes and provide individuals with greater choice and control of their care and support.

This will continue to be monitored through support plan reviews.

There may be an impact on age and disability however service provision will continue to be based upon assessment and care management processes and eligibility criteria.
