Animal welfare licensing

Animal breeding licence

The Animal (Licensing of Activities Involving Animals) (Scotland) Regulations 2021 require anyone who breeds certain numbers of dogs, cats or rabbits to be licensed.

The licensed breeders register is currently being updated and is not available at the moment.

When you need an animal breeding license

The criteria for licensing are:

  • anyone breeding 3 or more litters of pups in any 12 month period
  • anyone breeding 3 or more litters of kittens in any 12 month period
  • anyone breeding 6 or more litters or kits of rabbits in any 12 month period

Before you apply

The Scottish Government have produced guidance for each type of breeding licence. Ensure you read the guidance notes before you apply for a licence:

Note that if you are applying for a new licence, you may require planning permission.

Make sure you are familiar with the licence conditions relevant to your application.

Cost

The fee is £176.52. An invoice will be sent for payment.

What happens next

  • Your application will be reviewed by Environmental Health and, in some cases, a veterinary surgeon
  • If your premises meet the required standards, we will normally issue your licence within two months

We must process your application before it can be granted, so tacit consent does not apply. If you haven’t heard from us within 28 days, contact Environmental Services for an update.

Can anyone object?

Yes. Neighbours or nearby residents can raise objections. Complaints should be made to Environmental Services.

Report illegal breeders

If you believe someone is breeding animals without a licence, report it to Environmental Services.
