Aims and ObjectivesThe aim of this assessment is to consider the impact of introducing changes to current printing and software arrangements and ceasing print production of The South Lanarkshire View.

The View is a quarterly publication that provides news and features about the work of the Council and its partners. This publication is distributed as an enclosure in local newspapers and is therefore available to anyone in South Lanarkshire who purchases these newspapers. Circulations of all local newspapers have fallen significantly in recent years, lessening the impact and reach of the printed version of The South Lanarkshire View. The combined circulation of all the weekly titles is now thought to be less than 25,000 - i.e. approximately 16% of households in South Lanarkshire.
Articles which have appeared in printed editions of the South Lanarkshire View have typically been based on council press releases previously issued to local newspapers and other media and/or articles which have already appeared on the council website. The council will continue to issue press releases and it is proposed that online news/information will be brought together in a new digital version of The South Lanarkshire View. This would have a much greater potential reach than the printed version of the View, and also articles would be posted in a much more timely manner, improving the service to residents.

Through the introduction of changes to current printing and software arrangements, and stopping printed production of the View newspaper insertion a saving of £0.030m can be achieved in 2019/2020. This saving is made up of £0.010m The View £0.010m software and £0.010m paper and other printing.

It is likely that this proposal could have an adverse impact in relation to the protected characteristics of age, disability, race and gender.

To mitigate this impact alternative formats of the publication could be offered which could mean printing a copy from the internet.

However it should also be recognised that a digital format of the View could lead to improvements and increased access for members of the community.

Uptake of alternative formats and access to the View online via the website and intranet will be monitored using website activity using web analytics tools.

The view publication will be available in a digital format becoming a website called the View. This will be available to anyone with a web browser and accessed via the internet. Links will be published on social media twitter Facebook etc.
