SummarySouth Lanarkshire Council Environmental Services currently operate a system to provide case management of all Environmental Health and Trading Standards functions, which allows structured recording and management of:

• requests for advice and assistance from citizens and local business
• all visits undertaken by EH and TS staff
• all samples taken and the results of subsequent analysis
• licence applications and processing
• all documents required and linked to related to work records

Due to the incumbent supplier, Civica, indicating that they will be retiring the current system used for Environmental Services (Environmental Heath and Trading Standards) within 3-5 years, it has been approved that a procurement exercise is undertaken during 2019 in order to test the marketplace. Civica provided costs for replacing the system with their new Cx system, but as the current contract was signed in 1995 with Flare (subsequently bought over by Civica), a procurement exercise is necessary.

The new system will replicate and update the existing functionality of the old system, and will be required to replicate existing back office functions for the case management of Environmental Health and Trading Standards, including licensing functions.

While the current system fulfils the back office requirement, it is based on older technology which makes it challenging to modernise the service, or channel shift customers onto web channels.

The data held by the new system will replicate the data held by the existing system. This is reflected in the PIA, with specific risks due to a cloud implementation being addressed.
