Aims and ObjectivesThis option would see a removal of the councils funding that has contributed to holiday play club provision from 2024/2025.  This is a continuation of programme reduction following a reduction in Scottish Government funding in Summer 2023. The saving would remove the remaining element of Council funding and the programme would only continue if Scottish Government funding was provided and would be scaled accordingly. If no Scottish Government funding is received, then no provision will be provided.   If the Scottish Government continue to provide funding then we will continue to provide clubs. This is a saving of £0.143m; and includes a reduction of 2.8 FTE posts.

Parents of any child entitled to a free school meal will continue to receive a payment of £2.50 per day during school holidays.
ConclusionThere is potential for disadvantaged and vulnerable families to be negatively impacted by this proposal. The provision provides these families with respite, a regular routine and an element of learning as well as fun which contributes to the children and young people's readiness to return to school in line with their peers who experience less disruptive and chaotic lives. The daily routine can also provide a level of emotional support to these families through regular contact with staff and other parents/children. A number of children and young people with additional support needs regularly participate in this programme, including a high number of children with autism. There may also be negative impact from a socio-economic perspective e.g. allowing access to work over part of the summer holidays.

This service is part funded by the Council with a larger part of the funding being provided by the Scottish Government. If the Scottish Government funding ends, the Council’s element of the funding cannot sustain the provision of this service.

There is also a recognition that employees will be affected by this proposal. Staffing implications of this proposal will be considered in a separate Council-wide Equality Impact Assessment.
