TitleFCR04 - Financial Savings 2024-2025– Payments to RegenFX
Council ResourceFinance and Corporate
Aims and ObjectivesThe Service currently contributes £0.394m towards Regen:Fx youth trust, which provides diversionary activities for young people.

This proposal would see a reduction in that contribution. Regen:Fx are a charitable organisation and they would require to look to other external funding sources to enable current activities to continue.

The potential saving is £0.200m.

RegenFX projects provide a variety of supports for young people including:
Provision of youth diversion opportunities in areas of gang-related violence (Springburn and Whitlawburn Youth Development Team Youth Project)
GoTo Mental Health Service (14-21Yr olds) – Provision of counselling to prevent the escalation of mental health issues developing in young people aged 14-21 with mild to moderate mental health issues.
GIVIT Youth Recovery Service (13-25 yr olds) – an early intervention and prevention service for young people not engaged in mainstream services, who have sporadic engagement with mainstream services, who only access medically assisted treatments and have problematic alcohol and substance use. The services works closely with CARes, Prisons, Homeless Units, Throughcare & Aftercare, Doctors and Hospitals.
The Street - Consequential Learning Simulation 11 – 13yrs and 14yrs plus – for young people with:
Severe risk-taking and offending behaviour
Opting out of family, school and community life
Victims of Bullying
Bullies and Intimidators
Dealing with issues related to domestic abuse, sexual assault, self-harm and suicide, alcohol and drug misuse, mental health etc which they then raise awareness their peers.
Radworx Extreme Sports (8-16 yrs) - offer physical and diversionary activity using Skateboarding, BMXing and Scootering to distract and deter youth disorder.
Hyper Cyber Youth Project 8 – 18yr olds – active citizenship and volunteering programme.
Terminal One - Is a satellite of Universal Connections for Blantyre and surrounding area. They provide a 5 day a week service for 8 – 21yr olds.
Streetbase - Dedicated Streetwork Project that is responsive to current hot spot areas of youth disorder.
ConclusionThe Service currently contributes £0.394m towards Regen:Fx youth trust, which provides diversionary activities for young people. The potential saving is £0.200m.

Due to the specific supports provided by the organisation there is a potential for negative impacts on the protected characteristics of age and disability, however there is no evidence that this will be the case as the organisation may be able to access an alternative funding source.

The impact of this proposal will be monitored and reported through the regular committee reporting process.

Approved at the Council meeting on 21 February 2024.
