Aims and ObjectivesAnnually all Council Resources are asked to identify and realise savings to ensure the delivery of services in a manner consistent with best value whilst also maintaining a high standard of customer service delivery. As part of the exercise Resources must conduct equality impact assessments to ensure all financial decisions are being made based on evidence and an assurance that where possible any adverse impact is removed, mitigated or if necessary justified.

The purpose of this overall assessment is to identify any possible cumulative effect on individuals or groups who share protected characteristics from the Budget Strategy for 2024/2025.
ConclusionThe Council, like all other public authorities, is required to deliver services within a fixed budget. It is recognised that there is likely to be a negative impact in relation to some of the decisions required. Individual impact assessments show the impact of each of the saving options.

A potential socio-economic impact has been identified in relation to savings M&O02, CER01, CER08, CER09, and SWR04, (age and disability), There may also be impacts across all protected characteristics in relation to savings FCR01 Community Grants, Civic Events and Gifts, and FCR03 community engagement. These proposals may have an aggregated detrimental impact across all protected characteristics in this current financial climate when looked at cumulatively.

The conclusion of this equality impact assessment is that having identified potential impacts for some parts of the community covered by equalities legislation namely older people, children and people with disabilities or on community relations, mitigating actions are outlined in individual assessments that will protect the most vulnerable in our communities.

The Councils savings options for the year ahead are subject to consultation and individual impact assessment.
