Aims and ObjectivesSouth Lanarkshire’s Local Heat and Energy Efficiency Strategy (LHEES) sets out how to tackle greenhouse gas emissions from buildings, whilst also improving residents’ quality of life by addressing fuel poverty.

South Lanarkshire’s LHEES will support the delivery of the council’s goals of improving energy efficiency, reducing fuel poverty, and decreasing carbon emissions through zero direct emissions heating systems. The council will use the LHEES to inform the development of Capital and Revenue programmes and as a means of engagement with stakeholders and community groups. The council has identified three priorities for the LHEES:

Priority 1: Reduce heat demand using a fabric first approach to improve the condition and energy efficiency of housing across all tenures to ensure that poor energy performance is removed as a driver of fuel poverty.
Priority 2: Transition to zero direct emissions heating systems in buildings across South Lanarkshire to tackle climate change.
Priority 3: Make greater use of heat networks as part of the wider just transition to net zero.

A wide range of partners, key stakeholders and interested parties have been consulted on the strategy. In addition, presentations and discussions have been delivered to various stakeholder groups including:-
• Lanarkshire Business Hub
• Lanarkshire Climate Action Hub
• Local groups with an interest in climate change, climate action and sustainability
• South Lanarkshire Private Landlord Forum
• Tenant representatives of the South Lanarkshire Tenant Participation Coordination Group
• Financial Inclusion Network Fuel Poverty Sub-Group
• Registered Social Landlord Forum
• Local Housing Strategy Steering Group

A consultative draft was developed through a range of pre-consultation activities and events to agree priorities and actions. This consultative draft was then published on the South Lanarkshire Council website alongside an online survey and promoted through social media channels.
ConclusionThe assessment has concluded that the LHEES 2024-2029 will have a positive impact for all communities and individuals across South Lanarkshire. No negative impacts have been identified.

The implementation of the strategy will be monitored with council officers reporting on progress for each action.

The council's focus remains to embed and achieve legal equality duties of eliminating discrimination, harassment, and victimisation; advancing equality of opportunity; and fostering good relations in all that the council does. The council works with others to ensure that the needs of everyone are met when using a service, regardless of the protected characteristics identified in the Equality Act 2010: age; disability; gender reassignment; marriage and civil partnership; pregnancy and maternity; race; religion or belief; sex; sexual orientation.

The EQIA has shown that no negative impact on the following categories has been identified: age, disability, gender, marriage and civil partnership, pregnancy and maternity, race, religion and belief, sex, and sexual orientation. A key factor of the LHEES is to enable a quality of life which is fair, inclusive, and does not disadvantage anyone.

The assessment has demonstrated positive impacts on different groups with different level of impacts depending on the nature of the group. The strategy will encourage positive engagement with a full range of groups in South Lanarkshire.
