Consultation on council buildings
We want to hear your views about the hundreds of properties the council owns and operates - our offices, depots, schools, community halls, leisure centres, and other premises. It is important that we plan ahead to make sure your council is operating as effectively and efficiently as possible.
When it comes to our buildings, this includes meeting the challenges posed by climate change. The Scottish Government declared a climate emergency in 2019 and set a legal target for Scotland to achieve net-zero greenhouse gas emissions by 2045. That may sound a long time away, but we need to plan and take action now, so councillors have agreed that the council should immediately develop a 10-year Estate Strategy.
Given the budgetary pressures facing all local authorities, alongside the substantial cost of decarbonising our buildings, the aim is to have a smaller, but higher quality and more energy efficient core estate in South Lanarkshire that balances people, place, and financial considerations.
To inform decision-making, we aim to adopt an approach that is informed by robust and evidence-based data, which takes account of service ambitions and local needs. This will be done by categorising assets based on the following criteria:
- Cost effectiveness
- Sustainability
- Service delivery
- Placemaking
- Use and Utilisation
Using those criteria, it is intended that all properties will be categorised as:
- Core - essential and expected to be retained
- Flex - will require further consideration to determine its long-term future
- Tail - considered suitable for disposal, demolition or repurposing
