Westwood Hill, pitches - appropriation of land

We are considering the appropriation of land at Westwood Hill, East Kilbride, to help move forward a proposed affordable housing development to help meet significant housing need in East Kilbride.

Appropriation process

We published an Appropriation Notice under Section 24(2A) of the Town and Country Planning (Scotland) Act 1959 in the East Kilbride News and on our website from 1 April to 6 May 2026. This advised that the council sought to appropriate the land for new homes, changing its current use.

After reviewing responses to the Notice, the Executive Director (Housing and Technical Resources) considered the proposal in July 2026. Due to the high level of public interest and feedback from local ward members, the decision has now been referred to the council’s Executive Committee.

On 16 September 2026, the Executive Committee will consider a report that:

  • summarises the consultation carried out
  • reviews the recommendations made
  • decides whether to approve the appropriation of the land at Westwood Hill

Approving the appropriation would allow the proposed affordable housing development to move to the next stage of the process. Any future development would still need all statutory approvals, including planning permission.

Supporting information

We have completed an Integrated Impact Assessment for the proposal. This assessment looks at the potential effects of the proposal and helps support open, informed and evidence-based decision making.
