Requirements and application process for second-hand dealer's licence
If you buy or sell certain second‑hand goods in South Lanarkshire, you must have a second‑hand dealer’s licence before you start trading. This licence helps protect the public and supports the police in tackling stolen goods.
You need a licence even if you are taking over an existing business. Licences cannot be transferred to a new owner.
Who needs a licence
You need a licence if you deal in any of these second‑hand goods:
- motor vehicles, motorcycles, caravans and their parts, including tyres
- bicycles
- domestic appliances and furniture, including mattresses and cushions
- jewellery, antiques, clocks, watches, coins and medals
- musical instruments
- televisions, radios and audio or video equipment
- mobile phones, computers, games consoles and software
- DVDs, CDs and other recorded media
- clothing
- tools and trade equipment
- general household items
If you already hold a licence, you can also use this service to apply to change the terms of your existing licence.
How to apply
Once you submit your application, we will process it and keep you informed.
What happens after you apply
After we receive your application:
- there is a 28 day objection period
- we send a copy of your application to Police Scotland for comments or objections
- you must display a copy of your application and a site notice at or near your premises for 28 days, where the public can read it.
- you can remove personal details, but the type of business and trading times must stay visible.
- on day 29, you must complete and return a certificate of compliance to the Licensing and Registration office
Do not start trading until we tell you that your licence has been granted.
If you have not heard from us within 28 days, contact the Licensing and Registration office and we will update you on progress.
Collecting your licence
When your licence is ready, you must bring proof of identification to collect your documents.
If someone else is collecting them for you, they must bring:
- something in writing from you giving permission
- their own identification
The signature must match the signature on your application form. We do not accept permission by email.
