Aims and Objectives | Demand has reduced over recent years older people’s day care services and currently there is underutilisation within some centres. It is therefore proposed to close two centres in the Hamilton area. These centres are still to be identified. Due to the under utilisation of day care places a review of the day care resources in individual localities is required with a view to delivering the most cost-effective and efficient services for users. There are 16 South Lanarkshire Council registered older peoples day care services, accounting for 295 daily places. Currently 38% of the places are in Hamilton, 24% East Kilbride, 30% Clydesdale, 8% Rutherglen. Day Care is also delivered by the voluntary not for profit sector in Cambuslang by the Salvation Army, and in Clydesdale, Biggar by Bield Housing Association. The review focuses on the Hamilton provision only. |
Conclusion | There is sufficient capacity in the day care establishment in the Hamilton area to plan to remodel the existing day care establishment in this locality with minimal impact on service users, carers and staff. The conclusion of this assessment therefore is that there is likely to be minimal if any impact on service users with the protected characteristic of age and disability as many of the day care facilities were built to a similar design with most centres similar in layout and three centres are in close proximity of each other, changes in transport arrangements would be minimal. Any change to routine is significant to the service users the majority of whom are frail, elderly with dementia, the familiarity of the surroundings of their support setting is very important. There may be an impact on the staff currently delivering the service by the reduction in posts required, however anyone effected by this will be managed in accordance with the council’s collective bargaining agreement and therefore identifies efficiencies where individuals are eligible for early retirement, voluntary redundancy or redeployment. |
