Aims and ObjectivesTo consider the impact of re-modelling operational delivery within Licensing and Registration Services.

Through consideration of current service provision and the re-modelling of operational delivery within Licensing and Registration Services, a saving of £0.052m can be realised, including 1 FTE.

Greater promotion of the ability of the public to carry out a number of functions online, including the registration of deaths, mean that there is a reduced requirement for face-to-face registrations. The registration of births is still required to be completed in person.

Efficiencies can be realised across the service in relation to centralising processing, and reviewing the management structures across the Service. As a result, a saving of £0.052m can be achieved in 2021/2022. Further work is being progressed to fully develop the revised service, and it is expected that additional savings will be forthcoming in the future.
ConclusionRe-modelling of operational delivery within Licensing and Registration Services could realise a saving of £0.052m, including 1 FTE.

It is likely that the proposal will impact on the protected characteristics of age, disability, race, marriage and civil partnership and religion and belief.

The proposal will see all Licensing and Registration functions delivered from Council HQ in Hamilton, as it has been during the pandemic since March 2020. Online applications and payments will continue to be available. Staff will still carry out face to face appointments for birth registrations, picking up marriage schedules/checking original documentation and potentially could include services for taxi drivers collecting badges and plates and any other licensing matters which have to be dealt with in person.

Ceremonies can still be delivered at Hamilton Town House with option for couples to book ceremony rooms at Rutherglen Town Hall or East Kilbride Civic Centre, the proposal is similar to the change that was introduced at Lanark where couples can book the Memorial Hall.

Customer feedback will continue to be monitored and regular reports made to the RMT and CMT and FCR Committee as appropriate.
