Letter of comfort
You may need a letter of comfort if:
- building work was carried out without approval
- a building warrant has expired
- a building warrant is not required
How to apply
You must pay the correct fee when you apply.
1. Unauthorised building work before 1 May 2005
You can request a letter of comfort if building work was completed without approval before 1 May 2005.
You must provide evidence showing when the work was carried out.
We may ask you to submit a building warrant application, depending on the type of work.
We will inspect the work and:
- aim to carry out the inspection within 10 working days
- tell you if further work is needed
If the inspection is satisfactory, we will issue a letter of comfort.
Fee
- £337.22 if the value of works is £7,500 or less
- if the value is over £7,500, fees are based on building warrant fee table.

Unauthorised building work after 1 May 2005
If work started after 1 May 2005 without approval:
- you must apply for a late building warrant through eBuildingStandards Scotland
If works have been completed without approval:
- you must apply for a late completion certificate through eBuildingStandards Scotland
You must provide:
- plans and specifications
- access for inspection (this may include exposing completed work)
All work must meet current building standards at the time of submission.
A 300% surcharge applies.
2. Expired building warrant before 1 May 2005
You can request a letter of comfort if:
- a building warrant expired before 1 May 2005, and
- no completion certificate was issued
If it complies with the approved plans, we will issue a letter of comfort.
