Using the pavement outside your business

Get permission for seating or displays

If you want to use the pavement outside your business, you must get permission from us first. This helps keep footpaths safe, clear and accessible for everyone.

You may need permission if you want to:

  • place tables and chairs outside a café, restaurant or bar
  • display goods or advertising boards outside a shop

The type of permit you need depends on what you plan to put on the pavement.

Pavement café permit

Apply for this if you want to place:

  • tables
  • chairs
  • outdoor seating for customers

This applies to cafés, restaurants, bars and similar businesses.

Pavement display permit

Apply for this if you want to place:

  • shop displays
  • advertising boards
  • A‑boards or signs

This applies to retail businesses and other premises using pavement space to promote goods or services.

What to expect

We will assess your application before granting permission. Approval is not automatic. We will check that your proposal:

  • keeps the pavement safe and accessible
  • does not block pedestrians or cause hazards
  • is suitable for the location
