Using the pavement outside your business
Pavement display permit
You must get permission from us before placing shop displays, advertising boards or signs on the pavement outside your business. This helps keep footpaths safe and accessible for everyone.
You can apply for a pavement display permit using our occupation of a road form. You must include a simple plan showing where the display will be placed.
How to apply
To apply, you must:
- complete the occupation of a road form
- include a simple plan showing the location of your display
Other permissions you may need
You may also need planning permission for signs or adverts. This is called advertisement consent.
We will review your application and let you know if this is required.
How we assess your application
We will assess your application before granting permission. We check that your display:
- does not block the pavement
- is safe for pedestrians
- is suitable for the location
Permission is not automatic.
If you have not heard from us within 28 days, contact us for an update.
Costs
- pavement display permit: free
- advertisement consent (if required): £145
Objecting to applications
You cannot object to permission to use the pavement.
You can object to:
- planning applications, including advertisement consent
To do this, you can comment on a planning application.
Legal information
This permit is issued under Section 59 of the Roads (Scotland) Act 1984. This law gives us the power to allow the use of the pavement for certain purposes.
