Report a change, a lost or stolen Blue Badge or appeal a decision
If you are reporting a change, telling us about a lost or stolen blue badge or appealing a decision, you may be asked to submit evidence to support your enquiry. Help with this is provided on our submit evidence for a blue badge page.
To report a change of name or address, please complete our Blue Badge enquiry form.
There is no requirement to report a change in vehicle as a blue badge can be used in any vehicle that the badge holder is travelling in.
If your application for a blue badge is refused, you do not have a legal right to appeal. However, we can review our decision if you disagree with it.
- You can ask for a review within 20 working days of your refusal letter
- Explain why you think the decision was wrong
- Provide any extra information about your disability, health condition, or walking ability
We will review your request and notify you in writing. This decision will be final.

Report a lost or stolen blue badge to the police who will provide you with a reference number.
Once received, complete our Blue Badge enquiry form. A replacement blue badge costs £20.
Please return the blue badge if it's no longer needed or shouldn't be used. This helps prevent misuse.
Return the badge if:
- You have found a badge that was reported lost or stolen (and got a replacement)
- It is damaged or unreadable
- You are no longer eligible or do not need it
- The badge holder has died, or the badge has expired
Please return the blue badge to the Blue Badge team at the address listed on this page, including a note explaining the reason for the return.
