Procurement and the council

What are Community Benefits?

Community Benefits require suppliers and contractors to deliver wider social, economic, and environmental benefits as a part of a contract. We provide a menu of Community Benefits for bidders to consider and select from. All Community Benefits offered must be delivered following the award of a contract.

We have a Community Benefits Menu, which contractors and suppliers will complete at the tender stage when Community Benefit points have been allocated to that contract. The Menu sets out a list of outcomes that a supplier can select from to meet their points total. This will be evaluated as part of the tender response. It should be noted that we can also request specific Community Benefits outwith the Menu. Any project funded by Glasgow City Region City Deal funding will make use of the City Deal Community Benefits Menu.

The Community Benefits Menu is aligned with our priorities for the communities within the local authority area.

  • Employment, apprenticeships, work experience and training opportunities for individuals in South Lanarkshire
  • Engaging with South Lanarkshire’s local economy
  • Education and career development
  • Supporting South Lanarkshire’s local communities (via our Community Wish List)
  • Supporting physical and environmental improvements in South Lanarkshire

The Community Wish List is a new way that local communities in South Lanarkshire can make requests, or wishes, for specific support from council suppliers that will benefit their community, projects and causes.

The main advantage of this is that communities can make requests that best meet their needs and allow suppliers who provide goods, services and works to the council to support these requests.

You can find the Community Wish List on our website.

We have a dedicated Community Benefits Officer who will contact you at the beginning of your contract to agree your Community Benefit deliverables.

Throughout the delivery period, the Community Benefits Officer will be the main point of contact for any issues, changes or substitutions of Community Benefits deliverables. However, your Contract Manager will be involved in any discussions regarding changes or substitutions.

Community Benefits will be monitored and reported on via the online system Cenefits. After an initial set-up meeting with the Community Benefits Officer to agree on delivery dates, your Community Benefits will be uploaded by the Community Benefits Officer.

You will be alerted by the system via email when a Community Benefit is entering its delivery window and when the evidence of delivery is due. You will access Cenefits to upload evidence of the delivery of each Community Benefit. Your Contract Manager will also have access to your evidence and will review and approve or reject the evidence submitted.

You can contact Jen Fleming, Community Benefits Officer at Jen.Fleming@southlanarkshire.gov.uk or communitybenefits@southlanarkshire.gov.uk.
