Council Plan 2022-2027

Our Council Plan, Connect, sets out what we want to achieve for South Lanarkshire during the council term from April 2022 to March 2027. Our vision is simple: to improve the lives and prospects of everyone in South Lanarkshire.
The Plan explains our priorities, the outcomes we are working towards, and how we will measure our progress over five years.
How the plan was developed
In 2021, more than 3,300 residents took part in our “What matters to you?” survey. We also spoke with 27 community groups and gathered feedback from local plans, community events, online comments and other engagement activities.
This helped us understand what is most important to people across South Lanarkshire and shaped the priorities in the Plan.
Mid‑term review (2024–2025)
Halfway through the five‑year Plan, we carried out a mid‑term review to make sure our priorities still reflect current challenges.
The review confirmed our commitment to the council’s vision and values. It also highlighted three key themes that now guide our work:
- the financial pressures facing local government
- the need for transformation and redesign of services
- tackling poverty and preventing harm, with a focus on fairness and supporting vulnerable people
The revised Council Plan was approved by the Executive Committee on 30 April 2025.
