Community asset transfer can help football clubs secure pitches, pavilions and facilities for long‑term community use. It can provide stability, improve facilities and support grassroots football.
Taking on an asset is a serious responsibility. This guidance explains what football clubs should consider before applying and what we expect to see in a strong application.
What football clubs can apply for
Football clubs can apply to take on:
- pitches and training areas
- pavilions, changing rooms or clubhouses
- management of facilities already used by the club
Most football transfers are through a lease, often long‑term. Buying land or buildings is possible, but it has higher requirements.
Community benefit
Applications must show clear community benefit, not just benefit to the team.
Strong applications usually demonstrate:
- open membership and community‑led governance
- use of facilities beyond matches and training
- activity for young people, women, older people or inclusive groups
- links with schools, community groups or local organisations
Clubs that operate solely as private or closed groups are unlikely to be approved.
Managing and running the facility
Taking on an asset means responsibility for:
- maintenance and repairs
- health and safety
- insurance and utilities
- pitch upkeep and seasonal works
You must show that your club understands these responsibilities and can manage them in the long term. A short‑term or trial lease may be more suitable for clubs new to asset management.
Governance and safeguarding
We expect clubs to have:
- a clear constitution
- an elected committee
- safeguarding policies
- affiliation to a recognised governing body
Finance and planning
Your application must explain:
- how costs will be covered
- how income will be generated, if relevant
- what happens if key volunteers leave
Early advice and support can strengthen your proposal and reduce risk.
