Oracle Fusion

Background to Oracle Fusion

In September 2021, the council approved a significant transformation programme of work that would result in modernising our approach to service delivery in Finance, Procurement, and HR/Payroll. The introduction of this new system will support the current and future needs of the council, its employees, partners, elected members, customers, and suppliers.

Why are we making the changes?

We want to give employees, managers, and all stakeholders access to the best possible tools to do their jobs well.

By modernising our services, it will improve the self-service experience for all stakeholders, which will result in:

  • improved reporting and analytics
  • removal or reduction of off-system processes (non-electronic)
  • improved workflow
  • reduced duplicate/multiple manual interventions
  • improved consistency of data
  • greater process automation
  • support for agile working
  • automatic system updates

What is changing?

We currently use separate Finance, Procurement and HR/Payroll systems, the new system is one integrated system. Work is ongoing to streamline the current systems to ensure they are ready to be applied to the new system. 

The new cloud-based Finance, Procurement and HR/Payroll system is being developed and the target launch date is April 2024.

In addition to implementing the new system, officers are reviewing all processes outwith the system to ensure these are as efficient and effective as they can be. 

The new system is called Oracle Fusion.

What is Oracle Fusion?

Oracle Fusion is a suite of cloud-based modules of Finance, Procurement and HR systems. The look and feel of the system are modern and it has the built-in facility which will see it automatically upgrade quarterly to allow for improvements, and/or additional functionality.

Progress to date

Work began on the design of the new system in 2022, this design phase is coming to an end and has allowed the testing phase of the system to commence.

The testing phase is key and users in service areas will be involved in this, this will assist all future users of the system.

Training is planned to commence in February 2024, in line with the target go live date of April 2024.
